Creates a new regulatory framework for delivery network companies (DNCs) operating in Tennessee, defined as businesses using digital platforms (apps/websites) to facilitate product delivery services within 50 miles

Requires DNCs to conduct criminal background checks, national sex offender registry searches, and motor vehicle record checks on all potential drivers, and prohibits drivers with certain convictions or more than 3 moving violations in 3 years

Mandates automobile liability insurance of at least $100,000 for death, bodily injury, and property damage while drivers are providing services, effective July 1, 2026

Requires DNCs to implement zero-tolerance drug/alcohol policies, provide customers with rate estimates and electronic receipts, and display driver photos and license plate numbers through their apps

Exempts DNCs from Department of Safety regulation of delivery operations and prohibits drivers from accepting cash payments or street sales
