Establishes the "Federal Tax Credit Scholarship Act" and directs the Commissioner of Education to elect Tennessee's participation in the federal tax credit program under 26 U.S.C. § 25F for contributions to scholarship granting organizations

Requires the Department of Education to certify, publish, and submit to the U.S. Treasury a list of qualifying scholarship granting organizations located in Tennessee

Authorizes the Department of Education to establish rules for entities seeking certification as scholarship granting organizations and to coordinate with other state agencies including the Department of Revenue

Mandates compliance with federal regulations to ensure Tennessee's eligibility for participation in taxable years beginning after December 31, 2026

Permits certified scholarship granting organizations to provide scholarships for qualified K-12 education expenses, including home school expenses, as allowed under federal law
