Amends the definition of "local government" in Tennessee's sober living homes statute (T.C.A. § 7-51-2601)

Applies to counties with populations between 366,200 and 366,300 according to the 2020 federal census

Also applies to incorporated cities or towns within such counties with populations between 79,800 and 79,900 according to the 2020 census

Takes effect immediately upon becoming law under the public welfare provision
