Prohibits state agencies, local governments, and their officers, employees, or contractors from purchasing, licensing, or obtaining personal information or sensitive data from data controllers to bypass warrant requirements

Establishes a Class B misdemeanor penalty for government personnel who violate the prohibition on purchasing personal data in lieu of obtaining a warrant

Creates exceptions allowing data purchases for emergency services responses, preventing imminent danger to an individual or the public, obtaining express written consent, or complying with federal law or court orders

Applies to all state departments, boards, and commissions, as well as municipalities, counties, school districts, law enforcement agencies, and utility districts

Takes effect July 1, 2026, and is cited as the "Fourth Amendment is Not for Sale Act"
