Noncompetitive state contracts with maximum liability of $250,000 or more require review by the General Assembly's fiscal review committee, including contracts procured through agreements from other states

Contract amendments that change maximum liability, extend/shorten terms, change contracting entities, or alter scope, deliverables, pricing, or performance requirements must also undergo fiscal review if they meet the $250,000 threshold

Contracts must be submitted at least 60 days before the proposed effective date, with the committee having 60 days to review; the committee chair may waive or extend this timeline

Exemptions from mandatory review include contracts with public higher education institutions for public benefit research, contracts with governmental entities, highway/road contracts, state building commission contracts, and debt issuance contracts

Chief procurement officer must submit monthly reports of all awarded contracts to the fiscal review committee, and agencies with delegated procurement authority must file quarterly contract reports
