Prohibits telephone solicitors from calling numbers on the federal Do Not Call registry and requires solicitors to honor individual opt-out requests within 30 business days, with mandatory identification requirements at the start of each call

Bans robocalls to Tennessee phone numbers except for specific exemptions including charitable organizations, political parties, appointment reminders, utility outage notifications, health insurance communications, and product/medication recall alerts

Prohibits caller ID spoofing and impersonation of government officials or law enforcement for fraudulent purposes

Establishes civil penalties of $500 for first violations, $1,000 for second violations, and $5,000 for third or subsequent violations within two years, with private right of action allowing consumers to sue for the same amounts

Takes effect October 1, 2026, and authorizes the Attorney General to create a state Do Not Call registry if the federal registry becomes non-operational after January 1, 2027
