Prohibits operating or licensing software, data analytics services, or algorithmic devices that coordinate rental pricing among two or more competing residential property owners or managers

Makes it unlawful for landlords to knowingly or recklessly set rental prices, lease terms, or occupancy levels based on recommendations from algorithmic tools that aggregate data from multiple competing landlords

Defines "coordinating function" as collecting pricing/supply data from multiple landlords, processing it computationally, and recommending rental prices or lease terms

Exempts tools used to establish rent limits for government-administered affordable housing programs

Violations subject to same civil and criminal penalties as existing restraint of trade violations under § 47-25-101; effective July 1, 2026
