Reduces the tax on hemp-derived cannabinoid products (HDCPs) from 2 cents per milligram to 1 cent per milligram

Prohibits direct-to-consumer shipping of HDCPs within Tennessee while authorizing licensed retailers to deliver products directly to consumers with age verification (21+) and delivery documentation requirements

Creates a new delivery service licensing system allowing food delivery companies (where at least 50% of gross sales come from food delivery) to deliver HDCPs from licensed retailers, with a $300 application fee and $150 annual license fee

Restricts HDCP deliveries to within 50 miles of the retailer's licensed premises and only to the retailer's county or contiguous counties, with delivery fees capped at 10% of product price

Requires delivery drivers to be 21+, pass criminal background checks, hold valid driver licenses, and be licensed through a tiered fee structure ranging from $50 (0-15 drivers) to $1,000 maximum
