By January 1, 2027, the Department of Children's Services must publicly release a list of all contracted providers (excluding individual foster parents) from the previous three fiscal years, including youth served, licensing entity, population served, payments by funding source, and licensing violations or abuse investigations.

Beginning January 30, 2027, monthly website reports required on children staying overnight in short-term locations (hotels, offices, shelters, detention centers, hospitals) while awaiting permanent placement.

Monthly reports must include utilization data broken down by location type, age, region, and adjudication status, with metrics on average stay length, total nights, longest stay, and stays exceeding policy benchmarks.

Staff overtime hours for supervising children in short-term or interim locations must be reported monthly.

Semi-annual publication required of all short-term placement locations and contractors used for space, supervision, and security services.
