Public schools must annually report all local assessments to the Department of Education, including assessment names, subject areas, grade levels, and administration schedules; the department must publish this information in a searchable online database by July 1, 2027

Establishes a 9-member Assessment Review Board of public school teachers (appointed by the governor and both legislative speakers) to annually review TCAP tests and identify items where 65% or more of students scored incorrectly

Requires LEAs and charter schools to administer the Tennessee universal reading screener three times per year to students in grades K-3, with the department providing the screener at no cost; results cannot be used for school accountability determinations

Allows K-2 teachers and pre-kindergarten teachers to use universal reading screener results as an alternative growth model for teacher evaluations

Sections 2-10 take effect July 1, 2026, applying to the 2026-2027 school year and thereafter; remaining sections take effect upon becoming law
