Grants Fiscal Review Committee staff direct electronic access to all information, records, and data systems of executive branch agencies, the administrative office of the courts, and specified entities including the Tennessee Education Lottery Corporation, Sports Wagering Council, and Alcoholic Beverage Commission

Requires agencies to respond to data requests within 15 business days and provide written justification within 10 business days if claiming legal prohibitions prevent disclosure

Mandates all agencies submit a comprehensive listing of their data systems and databases to the Fiscal Review Committee within 30 days of enactment and annually by January 1 thereafter

Requires the Commissioner of Finance and Administration to provide the Office of Legislative Budget Analysis full access to the BEARS system, Sherpa budget management system, and Office of Evidence and Impact data

Confidential information obtained by committee staff retains its protected status, must be used solely for statutory duties, and may only be disclosed in aggregate or de-identified form in legislative reports
