Requires correctional institutions housing non-citizens to grant entry for oversight purposes to members of the U.S. Congress, Tennessee state legislators, and designated employees of these legislative bodies.

Prohibits facilities from making temporary modifications that would alter what oversight visitors observe compared to normal conditions.

Applies to all correctional facilities operated by governmental entities or private prison contractors in Tennessee, including facilities under the Department of Homeland Security.

Allows oversight visits without prior notice, including during riots, disease outbreaks, or epidemics.

Takes effect immediately upon becoming law.
