Early voting satellite locations must serve no more than 4 precincts each and be evenly distributed throughout the county for accessibility

Satellite locations must use secure, serialized, watermarked, hand-marked paper ballots with separate check-in processes by precinct

Ballots must be segregated by precinct and cannot be co-mingled; optical scanners or secure ballot boxes must be returned to the county election commission office until election day tabulation begins

Satellite location voting ends with the early voting period; on election day, voters must vote only in their precinct of residence

Deletes existing Tennessee Code Title 2, Chapter 3, Part 3, and directs the coordinator of elections to promulgate rules implementing the new requirements
