Authorizes the Department of Health, in collaboration with the Department of Mental Health and Substance Abuse Services, to establish a voluntary early childhood mental health home visiting program for children birth to age 5 and their families

Requires the program to include home-based parent-child psychotherapy by licensed clinicians, care coordination services, developmental and mental health assessments, and fidelity monitoring

Prioritizes families with children at risk due to poverty, trauma, domestic violence, or parental mental health/substance abuse challenges

Permits funding through federal funds, state appropriations, grants, private donations, and TennCare reimbursement for medically necessary services

Mandates annual reports to the General Assembly by January 15 detailing families served, program outcomes, expenditures, and recommendations; effective July 1, 2026
