Creates the new criminal offense of "grooming a minor," defined as communication or interaction by an adult with a minor or mentally compromised individual intended to establish trust, secrecy, or control for purposes of sexual exploitation or contact

Base offense classified as a Class E felony, with enhanced penalties: Class A felony if victim is under 13, Class B felony if victim is mentally compromised, Class C felony if offender has prior sex offense conviction, Class D felony if offender holds position of trust over victim

Covers all communication methods including electronic communication, social media, text, telephone, and in-person contact

Law enforcement officers posing as minors may conduct undercover operations, and such posing is not a valid defense; jurisdiction extends to conduct originating outside Tennessee targeting minors within the state
