Expands the definition of "recipient" for federal aid oversight to include the administrative office of the courts, the comptroller of the treasury, and the departments of state and treasury

Requires the Joint Committee on Ways and Means to hold hearings and vote to approve or disapprove federal aid applications and acceptances of $25 million or more, with automatic approval if no action is taken within 30 days (extendable to 60 days by committee chairs)

Exempts federal formula grant program funds for transportation, including federal aid highway program funds, from the committee notification and approval requirements

Requires federal aid in the form of loans or other state debt to be submitted to the funding board for review and approval

Changes the annual reporting deadline from February 1 to February 15 and takes effect July 1, 2026
