Transfers regulatory oversight of the Elevator and Amusement Device Safety Board and the Board of Boiler Rules from the Department of Labor and Workforce Development to the Department of Commerce and Insurance, effective July 1, 2026

Consolidates and recodifies existing elevator, escalator, dumbwaiter, aerial tramway, and amusement device safety laws into a new Title 62, Chapter 14, maintaining current inspection requirements, licensing standards, and fee structures

Recodifies boiler safety regulations into Title 62, Chapter 15, preserving the 6-member Board of Boiler Rules and existing requirements for boiler inspections, inspector licensing, and operating certificates

Requires amusement device owners to maintain at least $1,000,000 in liability insurance per occurrence, obtain annual permits, and report fatalities or serious injuries to the commissioner within 24 hours

Establishes rider safety rules for amusement devices, making it a Class C misdemeanor for riders to knowingly violate posted safety rules or operate devices while impaired by alcohol or drugs
