Requires the department to establish a web-based child care agency registry by July 1, 2027, allowing the public to search licensed and license-exempt providers by zip code

Registry must include license status, violation history (including serious injuries and deaths), adverse licensing actions, and inspection results for each child care agency

Full monitoring and inspection reports must be published online in plain language, including health and safety violations and a minimum of 3 years of historical results

Protects privacy by prohibiting the registry from containing addresses of private family boarding homes or foster homes, or information identifying individual children or foster parents

Department must publish information on licensing processes, criminal background check policies, disqualifying offenses, and an annual list of unlicensed residential facilities used for children in state custody
