Redefines "consumable material" to mean liquid nicotine solutions (natural or synthetic) or liquid nicotine analogues intended for use in vapor products

Updates the definition of "vapor product" to include any noncombustible product containing consumable material that uses a heating element, battery, or electronic circuit to produce visible or non-visible vapor

Expands vapor product coverage to include electronic cigarettes, cigars, cigarillos, pipes, and associated cartridges or containers of consumable material

Excludes products regulated under Chapter V of the federal Food, Drug, and Cosmetic Act (21 U.S.C. § 351 et seq.) from the vapor product definition

Clarifies that fines for vapor product violations are to be issued by the Alcoholic Beverage Commission; takes effect immediately upon becoming law
