Prohibits governmental entities from refusing to renew entertainment transportation permits for businesses that received initial permits, and limits permit revocation to cases where "good cause" is demonstrated in an administrative hearing

Requires governmental entities to allow permit transfers between entertainment transportation businesses and permits business partnerships, provided the receiving parties are qualified and notice is given to the permitting authority

Bars local governments from imposing noise ordinances on entertainment transportation vehicles with different decibel limits than other commercial property in tourism-zoned commercial areas

Prohibits requiring traffic studies as a condition of permit approval and cannot mandate that entertainment transportation vehicles be enclosed if other safety requirements are met

Defines "good cause" for permit revocation as repeated, material violations of governing laws or regulations, or permit disuse/dormancy for 6+ months (with dormancy calculation beginning on or after May 1, 2024)
