Prohibits courts from excluding certain individuals from proceedings, including natural person parties, designated representatives for non-natural person parties, essential witnesses, and crime victims or their representatives

Expands the definition of "victim" for restitution purposes to include insurance reciprocals that have compensated subscribers for crime-related losses, and law enforcement agencies that spent funds purchasing controlled substances or contraband during investigations

Allows civil actions against governmental entities when crimes involving evading arrest or vehicular homicide directly result in serious bodily injury or death to a victim

Adds crime victims to the list of persons who may not be excluded from certain proceedings under § 39-16-510

Takes effect July 1, 2026
