Bureau of TennCare must publish two comprehensive statewide data reports on psychotropic medication use and costs by January 1, 2027, and biannually thereafter, in consultation with the Department of Health and Department of Children's Services.

First report tracks all TennCare members prescribed psychotropic medications, categorized by age group, number of medications per person (1-3 up to 15+), county of residence, and total costs broken down by state and federal funds.

Second report specifically tracks children in state custody and young adults (ages 18-23) receiving foster care services who are prescribed psychotropic medications for 90 days or longer, using similar demographic and cost categories.

Reports must be posted publicly on the TennCare website and transmitted to the Senate Health and Welfare Committee and relevant House committee within 90 days of each reporting period.

All data must be de-identified and aggregated to comply with HIPAA and other privacy laws, using techniques such as small cell size suppression to prevent re-identification.
