Mandates public hearings for permit applications and requires coordination with TVA for facilities using TVA-managed waters; residential and public water access takes precedence over industrial uses in permit decisions

Water utilities must report data center water consumption to the board within 30 days of each billing cycle, with monthly usage reports published on the Department of Environment and Conservation website

Violations subject to civil penalties up to $1,000 per day with a $25,000 maximum; effective date July 1, 2026
