LEAs and public charter schools must prohibit students in grades K-5 from accessing digital devices at school, effective July 1, 2026

Teachers and school employees are prohibited from using digital devices for instruction or administering electronic assessments to K-5 students

Public virtual schools are exempt from these restrictions

Schools must still comply with federal disability laws (IDEA, Section 504, ADA), allowing digital device accommodations for students with disabilities

State-required assessments remain exempt, including universal screeners, dyslexia screenings, and benchmark assessments
