Expands permitted uses of the Ocoee River development fund to include infrastructure upgrades, tourism promotion, economic development activities, hiring event coordinators, contributing to nonprofit events, and professional services expenses

Replaces the Hiwassee/Ocoee Scenic River State Park manager position on the board with the director of the division of state parks, effective July 1, 2026

Caps commercial operation permits at 24 starting July 1, 2026, with a requirement to reduce the maximum to 12 permits as existing permits are revoked or not renewed

Allows permit holders as of June 30, 2024 to transfer permits to immediate family members, through sale agreements, or as authorized by department rule, with commissioner approval

Prohibits persons whose permits are revoked or whose businesses close from applying for new permits; new permits may only go to purchasers of existing businesses or immediate family transferees
