Recognizes gold and silver specie as legal tender in Tennessee for payment of debts between private parties (if mutually agreed) and for taxes/fees to the state (if the state agrees to accept it), effective January 1, 2027

Requires the State Treasurer to designate or establish a bullion depository for secure storage of precious metals and authorize an electronic payment system enabling transactions using gold and silver

Mandates that bullion depository deposits be insured at 100% of full replacement value and that all transactional gold/silver be fully backed by physical specie redeemable on demand

Exempts exchanges between different forms of legal tender (including specie) from state and local taxation

Prohibits use of the transactional gold/silver system for surveillance, social credit scoring, or behavioral conditioning, and protects participant privacy and deposits from seizure without prior notice and opportunity to contest
