Requires the Department of Human Services to provide the Department of Correction with food assistance application forms for inmates preparing for release, including options to decline and indicate reasons anonymously

Department of Correction must provide each inmate preparing for release with a food assistance application and sufficient opportunity to complete it, then collect and return completed applications to Human Services

Annual reporting required beginning January 15, 2027: Commissioner of Correction must report number of applications completed at each facility, number of inmates who declined, and reasons for declining

Commissioner of Human Services must annually report the number of inmates approved for food assistance prior to release

Takes effect July 1, 2026 for implementation; rulemaking authority takes effect upon becoming law
