Requires all Tennessee public libraries to adopt a materials reconsideration policy allowing county residents to request withdrawal, relocation, or reclassification of any item including physical books, e-books, magazines, audio recordings, digital resources, and games.

Library boards must respond to reconsideration requests within 90 days, with applications forwarded to the board within 7 days of receipt; only one item may be challenged per application form.

Library board decisions on challenged items are final and remain in effect for up to 30 months, during which no new applications for the same item will be considered.

Libraries may optionally require applicants to attest they consumed the entire item, present photo ID proving county residency, and may cap the number of applications per person over a 12-month period.

Interlibrary loan materials are exempt from the reconsideration process; effective date is July 1, 2027.
