Prohibits Tennessee electric utilities and high-performance computing (HPC) facilities using more than 50 megawatts monthly from using transformers, parts, or equipment manufactured or sold by entities owned or controlled by foreign adversaries as defined in federal regulations (15 CFR 791.4)

Requires annual reporting by January 31 to the comptroller of the treasury on equipment sources, plus mandatory internal compliance audits with findings due by March 1; comptroller must post reports publicly by October 1

Establishes 30-day cure period for violations; continued noncompliance triggers notification to local governments and the attorney general, mandatory suspension of operating licenses and permits, and public posting of violators

Authorizes attorney general enforcement actions with civil penalties up to $25,000 per violation (each piece of equipment counts separately), plus injunctive relief and attorneys' fees

Creates private right of action for aggrieved Tennessee residents to seek actual damages, punitive damages, and injunctive relief; effective July 1, 2026
