Criminalizes knowingly inhaling, ingesting, using, or possessing nitrous oxide ("laughing gas") and amyl nitrite ("poppers" or "snappers") as a Class A misdemeanor, with courts authorized to require drug rehabilitation as a probation condition

Exempts nitrous oxide used for medical/dental treatment by licensed practitioners, manufacturing processes, food preparation propellant in restaurants, and automotive purposes

Flavored nitrous oxide products or containers labeled as flavored create a rebuttable presumption that the product does not qualify for the exemptions

Makes it an offense for any person, business, or online retailer to produce, manufacture, possess, buy, sell, or transfer nitrous oxide for illegal use, with first violations resulting in 30-day license suspension and second violations resulting in license revocation
