Requires the Department of Education to complete an inventory of all federal education programs, grants, funding amounts, and reporting requirements within 60 days; the Attorney General must review all state laws referencing federal education statutes within the same timeframe

Task force must publish a comprehensive plan within 120 days identifying necessary statutory changes, recommended federal waivers or block grants, and federal mandates the state will decline to administer

Legislators on the task force must introduce implementing legislation within 60 days of the plan's publication; if the General Assembly fails to act within one year, the Department of Education must administratively implement non-statutory recommendations

Requires a public report within two years measuring student outcomes, fiscal efficiency, and regulatory burdens to compare state-led education results against the prior federal oversight period; the task force dissolves after this report is published
