Establishes the Community Workforce Housing Innovation Pilot Program to provide affordable rental and homeownership housing for essential services personnel earning up to 150% of area median income

Authorizes the agency to provide loans for construction or rehabilitation of workforce housing through public-private partnerships, with applications accepted through March 31, 2027

Requires at least one eligible project to be funded in each of Tennessee's three grand divisions (western, middle, and eastern)

Prioritizes projects that set aside at least 80% of units for workforce housing and 50% for essential services personnel, with potential loan interest forgiveness for long-term affordability commitments

Requires applicants to contribute at least 10% of development costs or $2,000,000 (whichever is less) and mandates a program review report to the legislature by January 1, 2029
