Creates new legal category of "child in need of heightened supervision" for minors who have exhibited or threatened violent behavior consistent with certain enumerated offenses, regardless of whether charges were filed or how the case was adjudicated

Allows children found incompetent to stand trial but who exhibited violent behavior to be classified under this new category

Adds probable cause of being a "child in need of heightened supervision" as grounds for detention, and extends detention provisions typically applied to delinquent or unruly children to this new classification

Prohibits discharge or home placement for children with indefinite commitments who assault staff at their residential placement for 6 months following the assault; children must be informed of this rule upon commitment

Effective date: July 1, 2026
