Requires all child abuse investigation team members to complete 15 hours of annual training on severe child abuse and child sexual abuse, provided by the department.

Extends the deadline for child fatality investigations to 180 days (from 90 days for other cases), with the commissioner able to authorize one additional 180-day extension for good cause.

Mandates that human trafficking cases involving minors include a representative from a non-governmental agency specializing in combatting commercial sexual exploitation of children.

Requires child advocacy center directors or designees to be members of investigation teams in areas where centers meet statutory requirements.

Effective July 1, 2026.
