Establishes the State Board of Education, Textbook and Instructional Materials Quality Commission, and Public Charter School Commission as independent entities administratively attached to the Department of Education for support services only, prohibiting the Commissioner from exercising authority over these bodies.

Terminates the Energy Efficient Schools Council on July 1, 2026, transferring all positions, resources, and functions to a new Office of Energy Efficient Schools within the Department of Education, which will administer energy efficiency grants to LEAs and public charter schools.

Expands eligibility for the Individualized Education Account (IEA) program to include children participating in the Tennessee Early Intervention System (TEIS) Extended Option and prohibits IEA funds from being used for ABLE account contributions beginning July 1, 2026.

Modifies public virtual school enrollment caps to 1,500 students per LEA, with exceptions for LEAs already operating virtual schools and those demonstrating "at expectations" student achievement growth; requires closure of priority-identified virtual schools after two consecutive cycles.

Renames "career and technical education" to "college, career, and military readiness" throughout state education code and requires LEAs and public charter schools to investigate antisemitic discrimination complaints before reporting to the Department of Education's Title VI coordinator.
