Restructures the Tennessee Sports Hall of Fame executive committee to include 6 members: the Commissioner (who serves as chair), board chair, board vice chair, and one representative from each of Tennessee's three grand divisions

Requires annual performance reviews of hall of fame personnel by the commissioner or direct supervisor, with findings presented to the board

Grants the board authority to direct the hall of fame's mission, including setting strategic direction and overseeing financial stability and resources

Mandates the board submit an annual plan for operation to the commissioner for review and approval at least 90 days before each calendar year begins

Takes effect immediately upon becoming law
