Expands the definition of "land" under foreign ownership restrictions to include rights to oil, gas, coal, lignite, brine, other commercial minerals, groundwater, and surface water

Lowers the threshold for "significant interest" triggering foreign ownership restrictions from 33% to 10%, and from 50% to 33% for certain controlling interest determinations

Extends restrictions to entities designated by the U.S. Department of Commerce under 15 C.F.R. Part 791, Subpart A, in addition to those already covered under international traffic in arms regulations

Establishes 60-day reporting deadlines starting from January 1, 2025, or from when an entity becomes classified as a prohibited foreign party or acquires restricted land

Exempts prohibited foreign parties that are registered with the Tennessee Secretary of State and have received CFIUS approval or a determination of no unresolved national security concerns
