Creates the "Foreign Agent Registration Act" requiring individuals who engage in political activity on behalf of foreign adversaries to register with the Tennessee Ethics Commission within 7 days of becoming an agent

Defines "foreign adversary" as countries or entities designated by the U.S. Department of Commerce under 15 CFR Part 791, and covers agents of entities at least 20% owned by foreign adversaries

Requires quarterly disclosure of compensation received and expenditures made in connection with political activities, with updates to registration within 7 days of any material changes

Penalties include up to $500 per infraction for violations and up to $10,000 per infraction for willful or repeated violations, with potential disbarment referral for attorneys

Effective July 1, 2026; grants the Attorney General authority to investigate violations, issue subpoenas, and initiate civil or criminal enforcement actions
