Local governments must approve development applications, plans, or site inspections within 30 business days or provide a written deficiency report; failure to respond within 30 days results in automatic approval

Local governments are limited to issuing a maximum of two deficiency reports per application; if the second report's deficiencies are not resolved, the application must be denied with written justification and 50% of fees refunded to the developer

Local governments cannot unilaterally amend contracts with developers or contractors without written agreement from all parties

Developers must be released from required bonds within 30 days after a registered land surveyor or professional engineer certifies all contracted work is complete

Takes effect January 1, 2027, and does not apply to contracts existing on December 31, 2026
