Creates a provisional foreign training license for internationally trained physicians, valid for 2 years with a possible 1-year extension, requiring a $300 non-refundable application fee

Applicants must hold a certificate from an approved international medical school, permanent ECFMG certificate, and have completed at least 3 years of postgraduate training abroad or 1 year in the United States

Limits provisional license holders to practicing at federally qualified health centers, rural health clinics, community health centers, or facilities with ACGME-accredited training programs, all with onsite supervising physicians

Grants full unrestricted medical license after 2 years of satisfactory practice in Tennessee and passing USMLE Steps 1, 2, and 3

Takes effect January 31, 2027, with rulemaking authority effective upon becoming law
