Creates new offense for recklessly discharging a firearm into the air, ground, body of water, or nearby object in places where other people are or may be present, classified as a Class A misdemeanor

Exempts law enforcement officers, military personnel, Tennessee National Guard members, animal control officers, rabies control officers, and TWRA officers acting in their official duties

Exempts lawful hunting during open seasons, nuisance wildlife control with permits, and discharges at public or private sport shooting ranges

Allows defensive discharge against animal attacks to protect oneself, another person, or a domestic animal when deadly force is immediately necessary and reasonable

Requires all department-approved handgun safety courses to include instruction on this new law beginning July 1, 2026, when the act takes effect
