Local law enforcement agencies holding individuals under federal detention agreements must disclose the detained person's name, date of birth, intake date, and facility location within 24 hours of request from the detainee, their attorney, immediate family, or a court

Detained persons under federal agreements must receive reasonable access to confidential legal counsel visits (in-person and remote), telephone communication for legal purposes, and family visits consistent with policies for other detainees

Local agencies and officers are prohibited from retaliating against detained persons for requesting disclosure, seeking legal counsel or family access, or pursuing legal action related to their detention

Detained persons or their attorneys may seek declaratory or injunctive relief in court for violations, with prevailing plaintiffs eligible for attorneys' fees and costs

The act does not regulate federal immigration enforcement, require release of detainees, or create liability for good faith compliance efforts
