Tennessee Bureau of Investigation must establish a cold case division with 3 geographic regions, each staffed by a regional director and at least 5 cold case detectives

Local law enforcement agencies must submit unsolved missing person or homicide cases to the cold case division after 10 years without resolution

Family members may request cold case review if the local agency lacks a dedicated homicide/missing persons division, the case occurred in a municipality under 5,000 residents, or the case has been unresolved for 10+ years

Licensed private investigators hired by victims' families may assist and collaborate with local law enforcement during cold case investigations

After 10 years, family members who filed missing person reports may request controlled, view-only access to case files if they have no criminal convictions, are not suspects, and have submitted a formal statement
