Creates the "Restoring State Sovereignty Through Nullification Act" establishing a formal process for Tennessee to declare federal actions unconstitutional and void within state boundaries

Authorizes nullification through multiple pathways: governor executive order, legislative bill (bypassing committees and going directly to floor vote), state court rulings, petitions from 10 counties/municipalities, or petitions from 2,000 registered voters

Prohibits state, county, or city officeholders and employees from assisting in enforcement of nullified federal actions, and bars use of state or local funds for such enforcement

Defines "federal action" broadly to include federal laws, agency rules, executive orders, federal court decisions, and treaties

Takes effect July 1, 2026, and applies to past, present, or future federal actions with no statute of limitations
