Amends the Town of Stanton's charter to enumerate 33 specific municipal powers, including taxation, borrowing, property acquisition, eminent domain, public utility operation, franchise grants (up to 25 years), zoning, licensing, and general police powers

Authorizes the town to grant exclusive franchises for public utilities and enter exclusive contracts for public services, with the board setting rates, fares, and charges

Establishes provisions for a town judge appointed by the board of mayor and aldermen, requiring candidates to be Tennessee residents, at least 30 years old, and licensed attorneys in good standing

Allows the town to alternatively contract with another court of competent jurisdiction for court services instead of appointing a town judge

Requires two-thirds approval by the Town of Stanton's legislative body before taking effect
