Repeals and replaces the existing charter for the City of Martin, Tennessee, consolidating multiple previous Private Acts (1992, 1993, 2001, 2003, 2006) into a single comprehensive charter document.

Establishes a mayor-aldermen form of government with 6 aldermen elected from 3 wards (2 per ward) serving 4-year terms, plus a mayor elected city-wide for a 4-year term, with nonpartisan elections held every 2 years in November.

Creates a city manager position appointed by the board as chief administrative officer, responsible for supervising city operations, hiring department heads, and managing purchasing with formal sealed bids required for expenditures of $10,000 or more.

Grants the city broad municipal powers including taxation, eminent domain, regulation of public health and safety, operation of utilities (water, sewer, natural gas), and authority to grant franchises for up to 20 years.

Requires approval by two-thirds vote of the City of Martin's legislative body before taking effect, with provisions protecting current officials' terms and salaries.
