Amends the City of Kingsport charter to require the board of mayor and aldermen to select a vice-mayor from its membership at the first meeting after each general city election to act in the mayor's absence or fill a mayoral vacancy for the unexpired term.

Sets city taxes (except privilege, merchants ad valorem, and street labor taxes) as due and payable on November 30th, with tax books gaining the force of a court judgment on December 1st and authorizing distress warrants for delinquent tax collection.

Requires the tentative appropriation ordinance to be published and considered at a regular meeting in accordance with state law, with final adoption before the first day of the fiscal year and amendments made by ordinance.

Establishes that board of education members serve 4-year terms, are elected at-large, and that vacancies are filled by the board of mayor and aldermen until the next general election when voters elect someone for the remainder of the unexpired term.

Requires approval by a two-thirds vote of the City of Kingsport's legislative body before taking effect, with certification to the Secretary of State.
