Reduces the effective date for ordinances from 17 days to 7 days after final passage, with exceptions for emergency ordinances (immediate effect) and ordinances with specified later effective dates.

Modifies property tax collection procedures, including interest on unpaid taxes after January 31, a 5% penalty for taxes unpaid after March 31, and optional early payment discounts of 2% if paid by November 1 or 1% if paid before December 1.

Establishes the city recorder as ex officio treasurer of the board of education and grants authority to prescribe administrative procedures and internal controls for school board accounting, consistent with state requirements.

Authorizes the city council to establish tuition policies and fiscal parameters for non-resident students attending city schools, with the Director of Schools required to submit annual reports on non-resident enrollment by classroom and grade level.
