Authorizes the City of Grand Junction's Board of Mayor and Aldermen to appoint a Town Administrator as chief administrative officer, who serves at the Board's will and may be terminated without cause by majority vote

Establishes Town Administrator responsibilities including day-to-day city operations, budget preparation, monthly financial reporting, personnel management, and oversight of purchasing with the Finance Director

Defines the Mayor's role as executive head with ceremonial and representational duties including presiding over Board meetings, serving as city spokesperson, and advocating for city interests at regional and state levels

Requires Department Heads to be appointed by Board majority vote, maintain required certifications, and attend all Board meetings; failure to maintain certifications is grounds for termination or suspension without pay

Requires two-thirds approval by Grand Junction's legislative body for the act to take effect
