Proposes amending Article VI, Section 14 of the Tennessee Constitution to allow municipalities to impose fines exceeding $50.00 for ordinance violations without requiring jury assessment

Requires that any fine imposed without a jury must be "just and reasonable under the circumstances"

Must be approved by the 114th General Assembly, then referred to the 115th General Assembly for final passage before going to voters

Amendment must be published on the official websites of the Secretary of State and General Assembly per constitutional requirements
